維護學生上下學安全，導護工作至關重要！台中市政府教育局長彭富源昨日下午邀集家長、校長、教師三方團體代表就學童上下學安全共同協商；會中達成共識，學生為教育主體，應特別予以重視及照顧，導護工作宜由家長、老師共同參與。將廢除現行導護要點，另訂更周延的維護學生安全要點。同時，市府也會對從事導護工作的老師、家長和志工等人權益，不論是實質鼓勵或是法律協助等層面，都將全力保障，盼讓導護工作能長期、順利地推行。根據會議共識，教育局與三方洽談擬定全新的「臺中市維護國民中小學學生上下學安全實施要點」，原導護要點則予以廢除；教育局彭局長指出，新要點首開全國先例，以直轄市政府的高度與經費資源整合的力量，加上跨機關通盤協助，將可為台中市307所國民中小學的學生交通安全，建構一個全面性的交通安全防護網絡。彭富源指出，「臺中市維護國民中小學學生上下學安全實施要點」重要內容，將由老師、家長、社區愛心人士共同參與導護工作。當老師執行導護任務時，學校應為其妥適安排課務與級務工作。為落實導護工作，教育局也將扛起責任，每學年安排教師、家長等新進導護志工參加職能基礎訓練；同時，為鼓勵辛苦付出，將由市府公開表彰，評選提報交通部金安獎表揚；此外，凡是執行導護工作而涉及訴訟者，將提升層級由教育局延聘律師提供協助；若於值勤時發生意外，也會依公傷殘死慰問金發給辦法，發給慰問金。許多校門口前，上下班車潮人潮，加上家長接送小孩車輛一台接一台，汽機車常擠爆路口，容易發生交通意外。對於校園周遭交通環境，包括學童上下學路段公共設施缺失、交通設施特殊需求、商店住家對學生通行妨礙等狀況，學校均得以專案報請教育局處理；教育局會再邀集交通、警察等相關機關，提供最符合個案學校需求的協助。教育局強調，研訂中的「臺中市維護國民中小學學生上下學安全實施要點」，內容更周全、資源挹注更全面、安全維繫更落實，核定後將立即函請全市各國民中小學實施，讓大家一起為學生的安全努力。(中時即時)
